Im about to build a rig with this specification:

Yes, that should power that computer just fine, its a good budget powersupply. My brother has the 600W version of that in his computer. It's not the best powersupply in the world, but its cheap and well built. It does not have wrapped power wires so it can get a little messy looking if your case has a window. Even so, it's still entirely possible to keep them neatly organized.

I also like how your Centurion 5 is the all black model, I have the one that is black with a dash of silver for my desktop system. In the US I could not find the all black one. I may do a paint mod later and make it all black though :)

Yea that PSU should be fine...
however, one thing i really cant figure out is why are u paying an extra 70-80 bucks on that E8500, when its only 160mhz extra compared to the e8400?? u can overclock and get better performance than that e8500 (which btw would only offer minimal performance increase), at a much lesser price...

That PSU should be sufficient, probably 450W continuous.

so should I drop to the E8400 , grab an artic cooling freezer 7 and OC it , or will my PSU/mobo/RAM not be up to it ?

I dont really want to overclock unless i have to

How much of a performance sacrifice am i making by dropping to an E8400 if i only use stock settings

The stock difference between a E8400 and a E8500 is barely anything. You'll never notice a 160Mhz CPU difference. However, both chips overclock really well, and the E8500 is the better overclocker. The E8400 is the better bang for your buck.
